Website with Pages only

Tried to create a website using Pages only on your Free startup as I have never used WP before, but could not find the Administration option. Is this because it is the Free option?

The authors have deleted this site.What is the URL of the site you are trying to access? It cannot be one you have deleted.
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/
You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
*Replace NAME_OF_BLOG in that URL with the actual name of your blog.
I recommend bookmarking that link or memorizing it.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.

The difference between web site and blog is just semantics and structure.

A blog is a website. The difference between blog and website is simply structure and semantics.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one-way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.

Many thanks for your replies – much appreciated. I deleted my attempt through frustration & thought I was better to start again. I am not a web programmer. My previous sites are Noticeboards done under website builder which I took to like a duck to water. I went for WP this time because what I want to do is beyond websitebuilder. I am sure the writers of WP documentation are very knowledgeable but they do not put themselves in the position of a novice so that a lot is unintelligible to the novice. My current requirement is for a company with 5 sub-businesses, 4 0f these are simple noticeboard with a contact. The fifth, still a noticeboard, but also needs a plugin for Appointments.
I do not understand the purpose of a Theme. i thought it would be the Home page & that i could delete the image & replace it and add the rest, but I could not delete the image. Also, when I got onto pages I found that subsequent editions did not seem to appear. I have now read your advice & it would appear that I need the Pages widget with which to navigate. But when I was attempting to add pages I was under the impression that subsequent pages were sub pages but could not find how to do this. I will now be trying again tomorrow. Many thanks, Bryan
