  Can i upload a video to put it as cover page when creating a website by website builder ?

  Yeah, you can use a Video block in your site Header area if you want. There are lots of customization options to play around with.

  @parkdanil thank you but i need to know when can i use it? is it in the free plan or should i take a specific plan so i can use it?

  You can use the Video Block right away with any plan level including free accounts.

  YouTube is fully supported. The list of other supported sites for embedding video are listed here:

  https://wordpress.com/support/videos/#embed-from-other-services

  If you want to upload your own media and host it on your site, you will need a paid plan at the Explorer tier or better. Both functions, embedding and uploading, use the same Video Block.

  A side note: You may want to check to see if your current theme allows for enough screen space to make a video in the header fit well and look presentable. For example, some Themes are designed to display a slideshow in the Header.
