To transfer your domain to wordpress.com please read this document that explains how to do the transfer https://wordpress.com/support/domains/incoming-domain-transfer/
You do need one of the paid plans to use your domain on wordpress.com here is a price list https://wordpress.com/pricing/
I will ask for help from Staff to help answer your questions about SEO and how your site will function. They will answer here. Some questions they might have for you are what are your goals for your site and how do you want your site to look?
If you need more help please write back.

Hi! Was there anything in particular you were looking for in terms of SEO? We do have some general information I can link, but if you have any specific tools/functions you’re looking for, let us know!
This is our general SEO info document:
https://wordpress.com/support/seo/There’s also a recorded webinar at the bottom of that page, if videos are more your thing!
With regards to moving over from Weebly, we do have an import function which will bring through your text and images, but it wouldn’t include your layout:
https://wordpress.com/support/import/import-from-weebly/You’d definitely want to consider the site layout and appearance – what do you have at the moment on your site? Were you thinking of making changes to the layout, if you do switch over; and aside from SEO are there specific functions that you’d need (e.g. store, portfolio, others)?
