Welcome post

  how can I put a Welcome post at number one my posts ? I would like to keep a descriptive post at number one. The other posts can be newest at the top.

  The blog I need help with is: (visible only to logged in users)

  The site linked in your request is not a WordPress.COM site, so you really need to go to the WordPress.ORG support forums for help:

  All of that having been said, the results you are looking for are achieved by sticky post. Here’s how they work on WordPress.COM, I’m pretty sure it’s the same on self-hosted sites: http://en.support.wordpress.com/posts/post-visibility/#sticky-posts
