This implies plug ins are available foe WP.com blogs. Elsewhere it says not available. Which is correct? Must I pay $99.00 for plug ins?This is unclear:

This implies that wordpress.com blogs can add plug ins, and yet every other piece of info I’ve found says that wordpress.com blogs are not enabled for plug ins. Must I pay $99. /year to add plug ins? This is hard enough without finding contradictory info!

VIP hosting with the limited ability to use a Plugin starts at $20,000/year or so – and each Plugin used needs to be vetted for security at I think $5,000 for each Plugin
You can’t do Plugin’s at the $99.-/yr upgrade
The features mentioned are the many Widgets that are not standard on a WordPress.ORG install and the Short Code here – the Widgets are built in to reduce the need for Plugin’s
What fancy Plugin can you just not live without?

I’m not interested in fancy plug ins – I’d like to block select IP and country addresses and install wordfence. I’ve spent hours just trying to find out what is available for my two wordpress.com blogs. A simple “No you can’t” and “Yes you can” list would save much aggravation.

Sorry you can’t do either one
yes the Page you referenced is a bit confusing – my sort of workaround is to look at the Widgets to see what is available – but then my needs are somewhat simple relative to some other sites
