Once I consume 3 GB space, I want to buy a wordpress hosting plan from a third party like GoDaddy.
In that case, What will be the process for taking backup and transferring it to my new hosting at Godaddy. Will there be a backup charge also?I have not posted any entry to the blog yet but what is more advisable in terms of technicality – ]
1. Should I but a hosting plan from start only and create my blog there? Or
2. Should I wait for 3BG to get consumed?The blog I need help with is: (visible only to logged in users)

There is no charge to backup your content. Your content is yours!
If you have not posted anything, I suggest you stay with WordPress.com so that you don’t have to spend money to get a domain and hosting. You also don’t have to take the hassle of setting up WordPress by yourself. With WordPress.com you don’t have to worry about setup and just start blogging.

@911rash: 3GB is more than enough if you optimize the images. I have hundreds of pictures in my blog and do not take more than 5% of available space.

This depends on availability of the theme in the WordPress.org theme directory: https://wordpress.org/themes/ or from the theme makers website.
So it depends on which theme are you using.
