  do I need premium to set a multilingual site?

  Hi there. Neither the paid or free options on WordPress.com allow the use of the plugins you’ll need to set up a bilingual site. The only way to do it here is manually, i.e. create two separate blogs for the two languages or publish each post twice on the same blog, once in each language. In the latter case you can then use category pages to separate the posts in the two languages to two different pages.
