what am i missing

I was under the impression that with a free account that you could use certain plug-ins and such so why do I keep being told that I must upgrade to business when that is not what I am interested in I am looking for a simple blog with a very few add-ins or amenities so what IS THERE AVAILABLE TO RESOLVE THIS MATTER.

Adding your own plugins has never been permitted with free WordPress.com sites due to possible security issues as all free sites run on a shared platform. Perhaps you could reveal what feature you were looking for with your new site in case there is a workaround. You can of course install as many plugins as you wish if you host a site elsewhere that uses the wordpress installation.
