Hi,
I am a writer and want to make a website where a client can create a free account, select the writing package they want purchase, fill out the details I need about the copy they want using a pre-made form, and then make a payment. I also want the site to give my clients a dashboard where they can review their purchases, update their profile, and view the copy I wrote for them.Additionally, I want to give a client the option to purchase a monthly retainer package, like a subscription, where they can purchase a certain number of posts per month. So, I need a feature that tracks the number of posts ordered and submitted.
What are the best WordPress plugins and extensions to make this happen?

These are the support forums for sites hosted here at WordPress.com. It is not possible to install custom plugins on sites hosted here.
It sounds like the best option for you would be to build a self-hosted site using software from WordPress.org.
