What are the rules about using downloaded material?

  Is it ok for me to refer to and provide links to musicians, movies, authors, other people’s businesses….? I’m not sure what the rules are.

  Yes, as long as you are not compensated in goods or services for it, and as long as the businesses themselves are not ad networks like swagbucks or MLM or Make A Million Online kinds of businesses.
