    -can i upload a new theme in an old wordpress that i already upload with child theme?
    or do i need to download a new wordpress on the same Domain ?
    -what is https://wordpress.com/plans that always appear to up grate ?

    You can change the theme of your WordPress.com site at any point of time. See this link to know more about the same: https://en.support.wordpress.com/themes/

    You don’t need to download WordPress on WordPress.com site. It is required in self-hosted WordPress sites. To know the difference between the two, see this. If your site is self-hosted, please post your query on WordPress.or support. Here is the link for your convenience.

    WordPress.com offers 3 plans along with a Free plan. When you signup on WordPress.com and create a site without investing a penny, it lies under a Free plan. However, you may upgrade it to either of the three plans mentioned at https://wordpress.com/plans/
