What can CSS do for me?

If I get the CSS upgrade, will it enable me to make some custom changes to my template/theme? Do I have to know coding to make the changes? I like my theme, but would like to add a picture to my header and maybe a background change, and add a graphic to my sidebar. my site is: http://www.safesoccer.wordpress.com

You can add a graphic to your sidebar now. Go to the FAQ and search for “Image in sidebar’ and the instructions are there. And as for your header, most themes have customizable headers already. See if yours is one. Then you can add a picture of your choice for free.
You absolutely MUST know CSS before buying the upgrade, otherwise it’s like buying a car before you’ve learned to drive. And there are hardly any people who know it and contribute in the forum. You are really, really on your own. But while you learn you can practice using the free Preview.

To reinforce Raincoasters point: My blog (linked from my nickname) is based upon the same structure with different CSS applied. As with any tool so mighty, you need to learn a lot before using it gets you decent results.

Yes, the question isn’t really what CSS can do for you as what can you do with CSS? If you don’t know/understand it, the answer is not much. But as deltafoxtrot (who is clearly a CSS genius) points out, it’s a mighty tool if you know how to wield it properly.

Ask what you can do for CSS.Actually, it gives you the ability to customize your blog, the look, the feel, fonts, colors, sizes.
You can start from scratch or use a wordpress template and change it the way you want it.I know very little about CSS and was able to successfully change my blog to the way I want it.

Thanks everyone. Since this is all new to me, I will wait a while and then reconsider. I originially was going to build my own website with a host using either Joomla or wordpress.org software, and quickly decided I was not up to the task. That is where I eventually want to go with this, but need to get a lot smarter with coding, etc. For now, WP.com works fine. Just want to customize a little. Like my theme/template andreas09, but can only change the color of header. It will have to do for now. If I eventually go to a host other than WP.com, can I move my site, or would I have to rebuild it? Thanks again.

Indeed you can move your site. There’s an export option in the dashboard (backup I think) that will allow you to import to self-hosted WP.
Note – I haven’t yet found a way to easily import WP to Joomla! so I think you’re stuck with WP. No bad thing!
