What do I do if the header image won't change?

I was trying to upload a new header image and nothing I try will clear the previous header image. From the theme customizer, I have tried clearing the header completely, setting back to a default header image, and uploading a new picture and it hasn’t worked in both the preview and when I click save ad update. I also tried clearing my cache and cookies and that didn’t help either.
What should I do now? Is this stuck forever? The current (incorrect) header is a picture of farm fields. I’m trying to change it to a cropped picture of produce at a market.

According to the information provided with the Firefox 48.0 at Tools > Page Info > Media, the images at the top of your front page, and the other static pages, are background images.

I’m using the Gateway theme in Chrome. I was able to change the header image a few times before but it stopped working this afternoon.

That suggests that it’s likely a browser issue. Have you tried changing the header with another browser? Or clearing the browser cache, and they trying again with the same browser?
Thanks for the theme name. So with the Gateway theme, the custom header settings are at Customize > Header Image, and immediately below the image labeled “Current header” (if one is set) you should see two buttons labeled “Hide image” and “Add new image,” respectively. The first will effectively hide the image from public display. The second will allow you to add a new image. Have you been using that second button? And, if so, what happens when you click the button?
Also, note that you may also replace the custom header with a featured image. The Homepage Template section of the Gateway theme guide says:
2. If you wish, assign the page a Featured Image to appear as a background to the header. If no Featured Image is assigned, the Custom Header Image will be used instead.

I’m having similar issues with changing a theme back to default colors. I’m able to change to a ‘featured’ color theme, but liked the default colors now, better.
Trying to figure out if there is a cache I can clear from a wp.com site…

I think it was the issue of the featured image taking precedent over the header image. It was really confusing while editing because in the theme customizer page, the Header Image setting showed the new image I had selected but the front page still showed a different picture.
