  i have a domain name and and email i want to use on wordpress do i need to pay for a package on WordPress i am looking for a website with a blog

  To use your own domain with a site on WordPress.com requires one of our paid plans, yes. You can then either transfer your domain registration to us, or you can just connect it here using domain mapping, while keeping the domain registered at your current domain provider.
