What does Basic Design Customization include in the Personal plan regarding color customization?
Some themes already allow some preset color customizing. What does this do in addition?
Can we change the background to black, for example, the header color, link colors, when this option is not available in the theme settings already?

No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. I used to have CSS for my JeffFenske.wordpress.com site, and let it expire. It was $30 per year. Now, I was looking to see to renew it, but see this $2.99/month option instead, which says we can change colors with it. But I don’t understand what it allows in addition to what is already allowed in “customization.”
I’m trying a new template, and would like to change the background color to black, especially, and wonder if I can do this with this $2.99 plan.
If I cannot, where can I again sign up for the $30 CSS plan?

Yes, but the basic customization refers only to what the theme is designed to provide and what can be done in the customizer. You are running a retired theme and the recommendation is to switch themes.

Thanks, wow! So they’re offering something in this “Personal” package that is already in the free plan.
It says above that I was asking about another blog, but that wasn’t submitted by me when I posted this question.
I’m asking regarding my blog here, which is a new theme: http://JeffFenske.wordpress.com
I can’t find a theme that does everything I would like. This one is pretty versatile, but it only has a white background. Very few have black, footer widgets and can display images as big as 1100 px.

@tobefree – Hi there, have you been able to resolve this? I see that your site at jefffenske.wordpress.com is running the Franklin theme, with a black background, wide posting area and footer widgets.
Just to clarify, the Personal Plan does not include CSS customization, but rather theme customization by changing fonts from a select set of fonts, as well as the use of Featured Palettes and some additional limited color customization. Beyond that you would need to upgrade to either the Premium or Business Plan.
