What does "blocked following" mean?

1) On the Stats page’s “view all” option, you can see who is following your blog. There is a note that says that all followers are displayed except those who have “blocked following.” What does that mean? How does a follower control who sees his or her online identity?
2) Secondly, I have noticed that some follower icons in my “Community” widget do not reveal a username when I hover over their icon. Is there a way to see who these followers are? Do they (their IP address and/or username) appear in the “Followers” section of the the stats “view all” page?

On the Stats page’s “view all” option, you can see who is following your blog. There is a note that says that all followers are displayed except those who have “blocked following.” What does that mean? How does a follower control who sees his or her online identity?
This refers to users that have blocked WordPress.com from sending them emails. They can check this option under their “Email Deliver Settings” seen here:
http://wordpress.com/settings/notifications/
The exact option reads “Block all email updates from blogs you’re following on WordPress.com”. So, for example, if someone followed your blog and then checked that box, they would disappear from your follower list.
Secondly, I have noticed that some follower icons in my “Community” widget do not reveal a username when I hover over their icon. Is there a way to see who these followers are?
It looks like all of the photos in that widget display hover cards. However, some of the users haven’t filled out their Gravatar profile, which limits the amount of information that you see when you hover over their image. There isn’t a way for you to display more information that they haven’t filled out on their profile.
Do they (their IP address and/or username) appear in the “Followers” section of the the stats “view all” page?
Currently, you have the widget options to display individuals that have liked, followed, or commented on your blog. As a result, not everyone that is included in your widget will be a follower (some may have just liked or commented on your blog). Does that make sense?
