What does purchasing a domain give you completely?

If I purchase a domain will I be allowed to use plugins, all the type of different codes I want and unlimited video and picture space.?
If not what can I purchase to get all of these things?

There is no way here at WordPress.com you can purchase these functions for a free hosted WordPress.COM blog. There is no such upgrade. If you hire a web host, set up a self hosted WordPress.ORG install, and then export and import your WordPress.com blog contents into the new install you can have plugins and install themes as I stated above.
