What does "Upgrade to Pro" Offer cover?

  If I follow through with the “Upgrade to Pro” button offer, does that apply to just one blog or does that cover all my blogs at wordpress.com? It’s not clear if it is upgrading my main account at wordpress.com or just one of the blogs I have hosted there.
