What is 26USD charged for?

  Hello my friend. I upgraded my account to Business version today however I cannot receive any confirmation email from your party that’s I cancel the order. The problem is I have paid 263.12USD but you only refund me 237.12USD.May I know what I get for 26USD? As a Chinese I donnot know how to slove this problem that’s I start an issue on paypal. Then my personal account cannot work any more and demand 20USD payment. May I know if I cancel the issue on paypal. Will I get my 26USD back and my account change to workable? I am a beginner here. I met troubles here. Please help me to understand your rules asap. Best regards,serena
