what is a self-host website?

  okay this is a labyrinth here on wordpress, can´t find anything. So my question is… what is a self-host website?
  I have read that wordpress shuts down a blog if you have backlinks to your self-host website????
  So can somebody tell me what this is. And maybe take a look at my blog?
