What is best way for backing up without self-hosted blog and WP Backup plugin?

  I came across instructions on-line for backing up my blog, that involved downloading the WP Database Backup plug-in. After trying to do this today, without success, and then coming across scraps of relevant information on-line, I’m getting the impression now that I need a self-hosted blog to get the plug-in. Is that correct and, if so, what is the best method for backing up my blog without a self-hosted blog and the plug-in?

  Right, plugins aren’t allowed on WordPress.com blogs:
