What is Get Blogs/Picture surf and why are people linking to my blog from it?

  In my recent blog stats, I’ve got several people referred from:
  http://development.picturesurf.org/blogged?message=You+must+use+this+from+before+getting+blogs

  and on those same days, an increased count on my “contact us” page (which fortunately, contains only a form and no info).

  what is that site? why is there a link to my blog from that site?

  Any input would be greatly appreciated.
