Is the premium theme cost included with the $99 a year upgrade?

No – unlimited themes (or a single premium theme) are not included – upgrades here are EXACTLY what is listed – no more no less

Read what the store says very carefully. Each upgrade bundle includes only exactly what it says it does: getting a custom domain does not mean you can upload themes. Getting custom design doesn’t mean you can use javascript, etc.

As auxclass indicated the Premium upgrade plan applies to single blog only and is for one year only. Premium themes are not included in the Premium bundle of upgrades. They are individually priced and are a one time purchase.
