Javascript can only be used on WordPress.com sites using the Business plan:
This plan also includes a theme editor — which only contains theme files, not those used for the infrastructure of the site itself. This information about adding code snippets may be useful:

Since you’re using an embed, the script will be loaded wherever the embed appears in the site’s source, there’s no way around that.

No, the embedded content loads wherever it is placed, you cannot move it elsewhere in the source.

Is your other unnamed site hosted here at WordPress.com? Is it on a WordPress.com Business plan? Or perhaps the unnamed site that you’re working on is hosted elsewhere and using the WordPress.org software? If so see:
