What does premium package actually do, and HOW do I use it?
The problem I am having is that your site has NO information, about just WHAT “premium packages” actually are.
I need to know what I would be paying $99.00 for.
Does this price include things like “search engine “optimization””, and payment options, for customers to download my “digital products”, for a fee?
None of this, or other information, is listed in the home page.
I need this information, to decide if I want to upgrade my “account”.
Can you help????

WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

As for the “how”; you go into your WP dashboard, then to Store and you will see the option to purchase the Premium package.

I wish someone would explain all of this computer “gibberish” to me, in simple English.
The kind of English we use with family, friends, and neighbors.
All I am looking for a simple way to place my short stories on various “search engines”, but I need directions, and instructions, in a form of English which I, as an admitted NON-computer programmer, can understand.

The only directions I do not find, on this site, are directions for setting up a blog, to allow visitors to pay-per-view.

You are welcome. I am a Canadian and we speak plain English very well. That said, we must all acknowledge that jargon exists in any specialized area and doing anything knew involves a learning curve and a need to master the relevant jargon.
WordPress.COM is a turnkey operation for those who are not into coding. Self hosting a WordPress.ORG software install is more sophisticated and mastering the use of the software is not easily done. Here is the comparison:
