What is the best way to promote my blog?

Well I said it the title. I would like to know what would be the best way or ways to promote the blog on a very tight budget. And this could be also true for my coolquotes.wordpress.com blog as well. Thanks for your time!

Go to the support pages and search for “traffic” and you will find a good beginning resource.
Next, go to timethief’s blog at http://onecoolsitebloggingtips.com/ and do some searching over there. She has a ton of very useful information on how to make your blog the best it can be and how to make it the best blog it can be.
