What is the difference between a user registration and subscribers?

What is the difference between user registration and subscribers? I want people to be able to subscribe to my blog so they can receive an e-mail every time I publish a new post, but I keep getting e-mails saying I have a new “user registration”. Under the Subscriber’s tab on my dashboard I have an option to “Add a registered WordPress User.” Do I need to do something when people submit their e-mails in order for them to receive updates?
