what is the difference between members and guests

what is the difference between members and guests and how do you set up a member or guest list.
I made a new category called guests, but it is not popping up on my blogthanks

The commercial blog linked to your username is not a wordpress.com blog. We provide support only for blogs hosted by wordpress.com.
If you have downloaded wordpress.org software which is different from ours here then we cannot help you. The correct forum in that case is http://wordpress.org/support

Not sure what you mean by members and guests? Do you have or want a private blog? Guests are just people that don’t have wp.com accounts and put in their information when they want to comment. Members of wp.com are already logged in and can comment on your blog. Or do you mean the different roles of your blog where some people can post?
