What is the function of Global Dashboard

I don-t see any use for Global Dashboard. What is the point ?
The blog I need help with is: (visible only to logged in users)

Before, people who didn’t have a blog but just an account didn’t have any sort of dashboard so they couldn’t edit their password, get their API key, upload an avatar, track their comments, or any of the other fun stuff you can do under your dashboard.
If you have a blog here, this probably isn’t a big or noticeable change.
So, you don’t see any use for the Global Dashboard, but according to the article, it’s useful to 100 000 people (and probably more since then).

It would have been easy for WP to include a few explanation words when clicking on Global Dashboard. If you click on My Comments, you see some explanation, but this is not consistent thruout the whole WP, it is very sporadic
Since my primary objective is blogging and not commenting other blogs, I still do not see any use with Global Dashboard -
It’s there for people who DON’T have a blog so that they can administer their accounts here.

Just ignore it. Think of it like those people living here in Hawaii that have seat warmers in their cars. It came with the car, they don’t need it, so they don’t use it.

On the other hand, I use the Global Dashboard as a quick way to see what’s been going on on the several blogs I administer on WordPress.com, without the distractions of the regular Dashboard.

If it is there for people who do not have blogs, why is there a link “my blogs” ?
and again, why not include a short explanatory text so I won’t need to take my and your time with such issues ? -
Users who don’t have their own blog still need access to a blog where they might be a member of as an author or contributor. http://en.support.wordpress.com/user-roles/
Why not contact Support directly with your suggestion to add a FAQ about the Global Dashboard? :)
