What is transferred when you transfer a Blog?

Hi helpful gurus,
So I’m making a nicer looking WordPress website for my local church and I’m writing down what I do, (how to do a static front page, changing the theme, making custom this and that) thinking that I would have to laboriously replicate these steps on their existing wordpress site, when I am satisfied I’ve got it right.
However, I see in the Help that you can “transfer a blog”. I’ve set up a third blank blog and tried this but only a few blog posts get moved across, and not the theme, the style, the menus, the pictures etc.
Does anyone know whether it is possible to move EVERYTHING wholesale from one WordPress blog address to another, if you are Admin on both? Or could I contact Support to “swap” the addresses over, when I’m done? Or will I have to replicate all my work on the existing original blog?

The answer is “everything”. Everything stays exactly where it is and the ownwership of whole blog and content are transferred to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-wordpress-com-user-or-account

But I’m not transferring ownership. I own both blogs.
I did the export of one. I imported it to another.
Only some test blog posts showed up. No themes, no pictures. No static image-heading front page loveliness… -
If you use the method I pointed to your transfer ownership and everything is transferred.
If you export and import then no widgets and no theme or customizations can be transferred.

I own both blogs. I wanted to swap their addresses effectively, when I had set up the non-live one to be perfect.
No matter, I’ll just slowly make all the changes again.
