What is WordPress?

I understand that WordPress is a blog site. But I have a friend that wants to use it as a framework for a photo upload voting site. Can this be done with this software? He would like users to be able to register and then upload a picture to be voted on. Kind of like, I hate to even type this, HotOrNot but not at all for those purposes. From what I can see this is blogging and if people register they will just create a new blog of their own.
I guess the question is, can you register a user within your blog for access to your blog and allow them to upload pictures to be voted on?

You can add other users as authors on wordpress.com blogs, but there is a limit (I think it’s 35). It’s not a free-for-all. I don’t know if you could achieve what you want using wordpress.org. You’d have to ask in their forum (http://wordpress.org/support).
You could certainly do it somewhere like Live Journal.
