Hi there,
CSS stands for Cascading Style Sheets and it’s basically a way to “tell” internet browsers how to display the content of an HTML file. The easiest way to understand what it does is to see an example of the same page with CSS and without CSS. This isn’t the best example, but it’s a place to start: http://wac.osu.edu/workshops/css/default.htm.
If you click the link at the top of the page you can toggle between the plain html version of the page and the version of the page that has been styled with CSS.
All of that having been said, if you are just starting out with WordPress, I wouldn’t worry about CSS at all until you start to feel comfortable with the other elements of the platform. One of the (many) great things about WordPress.com is you can create a really great looking website years before you know anything about CSS.
I really recommend you start with this tutorial. http://learn.wordpress.com/
It’s a great way to go from “I don’t know anything about WordPress” to “Look, I have a sweet website” in a pretty short amount of time.
