What package is best for uploading my own CSS

  I’d like to be able to do my own designs, is it best to use a premium or business account for uploading CSS?

  The blog I need help with is: (visible only to logged in users)

  Both plans allow you to modify the CSS of a theme, however if you’re wanting to create designs from scratch, then neither will allow that. You may want to consider trying self-hosted using software from WordPress.org.
