What plan type do I need to allow user registrations on my site?

I am wanting to set up a new website with listings, which would allow me to have users register on the site, and then post a listing. This is not actually a business site for me, as I would not be making money from it, I just want to create a sort of bulletin board to enable others to post what amount to classified ads on my site.

I am wondering what type of plan I would need in order to obtain the ability to allow users to register themselves on my site. I saw a video about this
https://www.youtube.com/watch?v=Nd1ESTebwXY and also saw an article about it, https://www.inmotionhosting.com/support/edu/wordpress/wordpress-introduction/allowing-user-registration-wordpress , but these indicated that if you go to your dashboard, under users you’ll have the option “anyone can register.”

I have started with a free plan, and I don’t have that option for “anyone can register” showing up on the free plan.

So my question is, with what type of plan do I need to buy to get that option? Eg will the “personal” at $4 a month work, or do I need the “premium” at $8 a month. The business one at $24 a month is too costly considering that (at least at the start) I will not be charging folks to register and post their classified ad.

Also…I’m wanting to allow an unlimited number of users to register on my site. And I’m wanting to have a way of organizing the classified ads they post, by region and city. Ideally each listing could be plotted on a map so that it was clear where the seller was located.

Are these things do-able with any type of WordPress plan?
