What specific steps should I take to delete one of two blogs I have?

  I will no longer be using this blog.

  Go to the dashboard of the blog you wish to delete, create an Export file of that blog, including media and comments, and once it’s done and confirmed to be thorough, go to the Tools page of THE SAME DASHBOARD and click Delete. Note that once you do this neither you nor anyone else can ever use that URL again.

  Which is why we generally recommend setting it to Private instead, which you can do under Settings->Reading.
