What structure to use for what site?

Hi, I’m somewhat new to WordPress but very intrested in learning more. (My first post on this forum, please if I’m not posting properly tell me)
I’m currently planning the construction of my website but I’m not sure what structure to use to create it.
Brief explanation of my website :
I’m wanting to create a Directory Website for resources on how to live cheaply. There will be both articles doing more ”explanations” and also very specific ressources, refering directly to the said ressourcesex:
Articles : To save money, you could cook more, eat less meat blablabla…Specific ressources : Sami Fruit : A very cheap fruit and vegetable store. ” Link to website, different store locations, phone numbers, etc… ”
Features I want
– Search bar with filters (by categories, and subcategories, maybe location but only optional)
– Possibility of sticky article or sticky listing (so that it always shows up first in certain searches)Features I don’t need
– The possibility for users and visitors to create new listings (All listing/articles will be added through back-end)
– Payments of any kindWhat structure to choose?
At first, I assumed that I needed a directory plugging and theme, but as I ressearch, I realised that organising my website in listing might not be the best idea, because I want to add articles, but I want to article to show up in the search too. So I’m not sure what is best;1) Use a directory plugging and themes, and write articles, but within the format of listings.
2) To write articles and write also specific resources as article too, but have a search engine plugging that allows for search of articles by category and subcategory.
3) Third option I haven’t thought about
My questions
a) What are you thougts?
b) Can a search bar plugging what I want in option 2? (basic or premium I don’t mind)Thx in advance for your help!

If you are reading anything that makes you think that we bloggers can install plugins, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

You cannot set up a directory site, a classified site, or a membership site on any site hosted by wordpress.COM.
For that you need to hire a web host and set up a wordpress.ORG software install. See: Moving to Self-Hosted WordPress
https://move.wordpress.com/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, support docs and support forums, and many people get confused about the two.
