Hi there. I’m afraid that site does not have a theme credit in its footer, so there’s no way to tell which theme they’re using.
Additionally, that website is a self-hosted site, in other words, not on WordPress.com, so you wouldn’t be able to use that theme anyway, even if you knew what it was.
The only themes (we don’t use the term “templates” on WordPress.com) you can use for a WordPress.com site are the ones listed in the theme directory here: https://wordpress.com/themes/ You cannot use any other theme bought or downloaded somewhere else on your WordPress.com site.

The site in question seems to be using the Sale Book Theme:

Also, as @kokkieh stated, themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
