    I was wondering if someone could tell me the site of the creator of this website I know it is not custom has I have seen it on a few other websites.

    It is not one of the themes available for your wordpress.COM website. The only ones we can use here can be found in Appearance > Themes from your dashboard. There are about 100 to pick from and you can always use the feature filters to browse those that you might be interested in. The only other option is to design it yourself in CSS and buy the upgrade but there is no staff support for that, you would be on your own.
