If and only if this person has a WordPress.COM account you may be able to report them to Terms of Service Staff for abuse. WordPress.COM Staff are responsible only for enforcing the Terms of Service http://en.wordpress.com/tos/ and policies found in the support docs made under it. http://en.support.wordpress.com/ And, Terms of Service complaints are matters that are not discussed on these public support forums that are available to all with internet access.
