What to do if can't register or log-in?

I have a user who, when he tries to register for WordPress, is told that his email is already on file. When he tries to request a new password, he is told that there is no record of his email on file. Is there anything he can do?

Sorry for the hassle!
It might be linked to a Gravatar account with another primary email address. Can they try the password reset tool at Gravatar?
