What version do I have?

I can’t figure out the version I have. I’ve googled and gotten mostly “look at bottom right corner of admin panel” I dont see anything there. I can’t find it in the source code and it’s not underneath my dashboard. I dont know what or where “wp-includes/version.php” is. Am I missing something? I feel completely stupid.

No need to feel stupid (you aren’t) and you don’t have to worry about that at wordpress.COM. We are always on the very latest version of wordpress, and in fact, we typically get the new version before the people using the self-hosted version. Staff takes care of all that for us. All we have to do is blog.
WordPress.COM is different from self-hosted wordpress installations. This is a multi-user version of wordpress where we all share the same underlying wordpress and theme files. This has a huge benefit in that wordpress can update and roll out bug fixes and add features to 15 million blogs in the blink of an eye.

No, if you are hosted here at wordpress.com we cannot use plugins for security reasons. If someone were to install a bad plugin, due to the fact this is a multi-user platform, it could bring down 15 million blogs.
To use plugins, or themes you find out on the internet, you would have to register a domain name, hire a web host (godaddy, bluehost, etc.) and install and configure the software from wordpress.ORG on that web host.
You would then be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, then you have to figure it out and fix it. Figure a total monthly cost of $10 to $25 depending on storage and bandwidth requirements.
Do be very careful where you get plugins and themes because there are some gutter dwellers out there that are adding malware to plugins and themes. Sad but true.
