What went wrong with my install??

So I am hosting a wordpress website on a test server box. I had done it previously and it worked perfectly. Had problems with the server, replaced hardware, rebuilt it and forgot to back up the SQL DB. Anyway, I reinstalled WP on this box tonight, and installed a theme. Literally did nothing else at this point, minus deleting the default first post that was there. The problem I am seeing is that the formatting of the website is off. I’m not sure if it’s like the CSS page not working right, if there is even one of those, cause I’m no pro to WP.
http://www.tycoonbob.com is the site. Anyone tell me why it’s not looking right? It’s running on server 2008 R2 Standard. Have tried it with Windows Firewall off, and no other firewalls, even set the server as a DMZ. Doesn’t really matter because even over my LAN it’s not showing up right, so I don’t think it’s a permission issue. What did I do wrong? Please help. :)

Sorry, you need to head over to http://wordpress.ORG/support/ as that is where self-hosted wordpress blogs using the software from wordpress.ORG are supported.
These forums are for those hosted here on the wordpress.COM free hosting service and things here work differently.
