what's the best plug-in for tracking who viewed and downloaded the PDF's

I need help on what would be the best approach for this.
I have a site that has vimeo videos integrated into wordpress and pdf’s that goes with the video. I would like to be able to track “who” watches the video and / or downloads the “pdf”.
I have seen in the past where when you want to download a “free font” you can share it on social media or donate before you can download it. In this case, payment nor social sharing is necessary.
What I want to track is “who” the user is. Is there a plug-in that I can use that could do that?

That’s a wordpress.ORG software install that we do not provide support for. That site is not hosted by wordpress.com and our support doc do not apply to it. You are posting to the wrong support forum to get help with that site.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
