What's the fastest way to get the archive and db dump of a regular WP blog?

Hi,
I have a problem/question.
I created a blog that I need to transfer on the server of an official institution. The blog (actually it is going to be a semi-official website) is now at proiectcncs.wordpress.com.
The guy that handles the server of the institution asked for an archive of the website and the database dump.
I read some of the support features you provide, but since I’m not very familiar with this topic, I’m not exactly sure what I should do and use.
Can you please tell me what’s the fastest and easiest (and chiepest) way to go around this?Thanks,

We don’t provide direct database dumps here.
You’ll need to install WordPress from http://wordpress.org/ on the server hosting provider.
Once that’s done, you can move your content following this guide: http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org
To clear up any confusion, WordPress.com and WordPress.org are two different entities.
