what's up with the header and featured images just below the header?

two major issues on my blog: unable to see my uploaded image in the header. second, i cannot configure my page to feature ‘sticky’ images in a horizontal row like it does on the sample Bromley theme (just below the header) This is a very difficult theme to navigate through.

I’m so sorry you are having some difficulties with the theme, but I’d be more than happy to help!
The custom header in the Bromley theme is actually different from the image strip you see in the demo.
To set a Custom Header Image, please go to Appearance > Header in your Dashboard. There, you can upload an image that’s at least 1140 pixels wide and use that as a single header image that appears under the bar with your site’s title and navigation menu.
As for the feature ‘sticky’ images, it is a Featured Content section in the theme. To set that up, you can tag your posts with a Tag of your choice. Then, enter that tag under Settings > Reading in your Dashboard, in the Featured Content area. Posts with that tag will be featured in that image strip.
