  Is this place for real? Can I really get in touch with someone who would design a custom theme for my blog on 99designs.com?

  This is the technical support forum for wordpress.com. Yu are unlikely to find anyone with an opinion about 99designs.com in this forum. Besides, you cannot use custom themes on wordpress.com in the first place.

  So you are saying that I should have a wordpress.org site, so I could upload (over there) one of the custom themes?

  You would have to self-host a blog (wordpress.ORG is not a hosting service). Figure on $10 to $25 per month as an average cost for good hosting (including the cost of the required domain name).
