When and why are there advertisements in my blog?

  I never use to have advertisements in my blog, and I have rejected offers for paid advertisements in the past but I believe WordPress is now inserting advertisements into my blog. When did this happen and under what policy?

  Also, who is being paid this advertisement revenue? I recently saw a large CISCO ad at the bottom of one of my posts tonight.
