When and why was the link interface changed?

This morning I stumbled into an unnecessary and worse-than-useless change to our interface for creating links. Instead of a box for the URL and a box for the “Title” (whatever text, if any, I choose to enter), the options are now URL and “Link Text.” If I put the title of the linked article in the Link Text box, it changes my copy to that title!
By the time I create a link, I’ve already written my sentence, and the actual title of a linked article may or may not be included. Most often it isn’t, because I will have inserted it in the old “Title” box so that it would show when a reader moused over it. Now nothing shows on mouseover.
A quick spot check seems to show previously published links have not been affected by this, thank goodness. But why this change? Not good, WP. Not good at all. Please restore the old link creator/interface.

bdukes pointed out in that thread that this was a change to WP core, so that’s where the fight should be, but I entirely hear you.
