When did it become a practice to have to pay NOT to have ads on the page?

This was not always so and I never received an email of the change. Also, your support turnaround used to be very fast. Now things really seem to have changed. This is not a good sign from a customer perspective.

I’m sorry to hear that you had a poor customer support experience. WordPress.com is growing fast and we’re building up our wonderful team of Happiness Engineers to continue to provide excellent support and the quick turnaround time that we’re known for. We appreciate your patience.
Starting back in 2006, we sometimes run advertisements in order to support the service and keep free features free. We’ve tested a lot of different ad providers and currently use Google AdSense and Skimlinks. We try hard to make the ads discreet and effective, and only run them in limited places.
If you would like to completely eliminate ads from appearing on your blog, we offer the No-Ads Upgrade (introduced in 2008) which you can purchase in your Upgrades page.
