There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

FTP access, plugins and third party themes are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
WordPress.com and WordPress.org are completely separate. if you require plugins, advertising, a shopping cart, etc. then you must hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/

BTW there has never been FTP access and the ability to install plugins into free hosted WordPress.com blogs. There is only one advertising program. Note the blog must be on it’s own domain to be considered for inclusion in the program and inclusion is not automatic. http://wordads.co/
Aside from having a blog accepted into the WordAds program there is no blogger initiated advertising allowed. Here’s what gets a blog suspended here:
